Introduction
This document forms part of and should be read in conjunction with the Company's Statement and General Policy.
Director
The Company Directors have overall responsibility for the Safety Policy and performance within the Company. It is the requirement of the Directors for the implementation of our Code of Practice by Managers, Supervisors, Foremen and Employees.
All levels of management are actively working to implement and support the Company Safety Policy and it is their duty to ensure that reasonable precautions are taken to prevent personal injury to their employees whist at work and the general public insofar as they come into contact with the Company or its products.
Apart from general responsibilities outlined above the management responsibility will extend in particular to:
- Ensuring that they and their subordinates understand and implement the Company Health and Safety Policy.
- Ensuring that they and their subordinates know their Health and Safety duties and follow approved procedures where laid down.
- Ensure that they made periodic checks to see that procedures area being properly carried out.
- Ensuring that departmental safety regulations are established, up to date, prominently displayed and understood.
- Ensuring through their subordinates that safety requirements are established for all jobs and that these and other safety requirements be made known to the operatives by adequate training.
- Assist their staff in resolving any health and safety referred to then and refer to their superior any of these for which they cannot achieve a satisfactory solution with all the sources available to them.
- To stimulate interest and enthusiasm for health and safety among all their subordinates.
- Ensuring that all new employees have properly explained to them the Company's Safety Policy and arrangements in force at all times.
Safety advisor
The Safety Advisor (Safety Training Consultancy, 11 Albert Road, Retford, Notts.) monitors safety performance of the Company. He carries out all Safety courses and relevant training. He advises on all Health, Safety and Environmental matters including relevant legislation and arranges appropriate safety training.
He will actively promote a culture of safety awareness with appropriate publicity.
He will participate in joint contractor programs arranged to improve communications and information exchange.
He is accountable to the Director for safety related matters and will liaise with the Site Supervisor.
Senior Contract Supervisor
The Senior Contract Supervisor has responsibilities to ensure that the Health and Safety arrangements are being applied effectively, that the statutory requirements are met and that all proper safety precautions are observed.
He will make safety inspections and take prompt corrective action as required.
He ensures that employees understand their duties and responsibilities.
Although primarily concerned with the technical aspects of the work, Method Statements and Risk Assessments will also address safety control measures along with the provision of the appropriate PPE.
He is accountable to the director and will liaise directly with him when appropriate.
He will investigate all accidents and near misses and make reports and recommendations.
He will, after consultation with other staff and prior to work starting, prepare Risk Assessments and monitor their implementation.
Supervisors
Supervisors apply the established safety rules and procedures. They undertake Team Talks and Toolbox Talks to highlight the hazards and control measures applicable to the day's tasks and ensure the PPE is available and correctly used.
Employees
All Intech Employees have the responsibility to co-operate with Supervisors and Safety Consultants to achieve a healthy and safe workplace and a duty of care to themselves and others.
All employees have completed a CCNSG Safety Passport Course and any other appropriate course required by our clients.
Company Inductions
Intech Environmental Ltd on employment has a General Induction for Employees. This also includes a full Medical Questionnaire and the ongoing requirements of Health and Safety at work.
Although our inductions are general policy they can be and are fitted to individual clients.
Our employees are instructed that their attention to detail regarding Health and Safety and Environmental Issues both to Intech and their clients is of paramount importance.
Team Briefings
The Intech Site Supervisor will at the start of each shift carry out the following briefings:
- Risks of the day - explain where and what work is happening around the unit and by whom.
- Brief each Cleaning Team on their objectives to be carried out that day.
- Brief each Cleaning Team on which permits are out and for which jobs. Also go through Safe System of work.
- PPE-Make sure everyone understands what PPE is to be worn.
- Discuss any matters arising about any other matter.
Toolbox Talks
Toolbox talks will be given as and when required but no less than once per week.
Decisions on items to be discussed will be taken on daily basis. All employees attending will be required to sign that they have attended and fully understand the topic discussed.
Work Control Systems
Intech's work will be to make a safer and cleaner environment for all to work in. each job will have a Risk Assessment and Method Statement approved by the Client and the personnel carrying out this work.
Each of these documents will be signed by the persons carrying out the work and that he/she has read and understands what the job entails and the PPE required to carry out this work.
Local Site Safety Instructions will be adhered to at all times.
Welfare provision ( appendix 6.3)
Intech personnel will use the existing site village for all welfare requirements.
First aid facilities. ( appendix 6.4)
Intech will ensure that in the event of any accidents they will report them using our own accident report book. Intech will carry out their own internal investigation for audit purposes and to prevent any re-occurrence.
Site Transport arrangements: (appendix 6.5)
Intech will provide suitable notice to the gate house to mobilize plant and equipment to site. In the event the equipment will be utilized onsite Intech will have gained permission to enter site prior to any mobilization.
All the above will have up to date service inspection records. All personnel using the equipment will have been suitably trained and wholly competent it there operations.
Records and Inspections for Equipment
All Vacuum Plants and High Pressure Water Jetting Units will be owned and provided by Intech Environmental Ltd. Daily inspections will be carried out and inspection sheets will be completed by a nominated Intech employee.
All maintenance and safety check records for machinery will be kept at Head Office and will be available on request for inspection.
Emergency procedures and means of escape. ( appendix 6.6)
Intech personnel will use client's rescue team in the event of any site rescue. Intech will work to client's safety documentation regarding safe entry into any confined space. Intech personnel have undergone their own internal confined space training and are fully aware of the risks involved.
Health and Safety Training for employees ( appendix 6.7)
Intech will provide a competency matrix outlining all training provided specifically for this outage.
Recoding of Accidents: ( appendix 6.8)
Intech will provide records of their safety performance over the last five years. This will include any minor injuries, medical treatment injuries and any event reportable under RIDDOR.
PPE
PPE to be provided to cover all Method Statements and Risk Assessments and Permits to Work. Supervisors and Safety Advisors will check that all equipment meets the required standard and that employees are instructed in the safe and competent use of that PPE.
Each employee after being instructed in the safe use of the PPE will sign individually that they have received and been instructed on its use.
Site Procedures
Prior to the start of the contract the Site Safety Procedures will be agreed between the Contract Manager and the Intech Site Supervisor.
The employees will be informed of these Safety Procedures and what action to take in an emergency as per the clients safety instructions. Anyone not complying with these safety procedures will be removed from site immediately.
Environmental management: ( appendix 6.1)
Intech Environmental Ltd is a certified ISO 14001.Protecting the environment is of paramount importance to Intech and every effort will be made to prevent any pollution to the atmosphere or danger to any other person on site.
Supervisor Training
Supervisors and Directors on clients site will be direct employees of Intech Environmental Ltd. They will liaise with Intech Directors and site supervisors on a daily basis to audit and monitor working practices and site requirements.
All Intech employees will be in possession of a current CCNSG Safety Passport minimum 3 days Supervision Course, will have confined space training and carried out a manual handling course.
Management
The Contract director will liaise closely with clients Site Manager and the contract initiators to ensure that notification is given of any change to personnel or equipment which could affect Health and Safety on the work site. This may entail producing a replacement or amended Risk Assessment and Method Statement and a revision of Work Permit arrangements already in place.
COSHH Assessments
COSHH Assessments to be made available on any substances which may be encountered by Intech Environmental Ltd belonging to the client.
